Staring as themselves, Cheech Marin and Tommy Chong travel to Amsterdam, where they insinuate themselves into a gathering intended for Dolly Parton and Burt Reynolds. After living the Amsterdam lifestyle for a few days, complete with full access to their favorite drug, they discover the festival they are supposed to attend is in fact broke. To help out, they put on a comedy show to raise some cash. Much of their journey is spent in daydreams, in the form of comedic skits, as they progress towards their show, where their irreverent style of humor may run several important attendees the wrong way.
