Set during the Clinton administration and the early years of Tony Blair's leadership of New Labour, this films follows the so-called, "special relationship" between the United States and the United Kingdom during the 90's. At the outset Bill Clinton (Dennis Quaid) is clearly the most powerful of the two leaders. However, as Clinton becomes embroiled in scandal Tony Blair (Michael Sheen) benefits from his moral superiority and assumes a more equal position. It becomes clear that the special relationship not only refers to the intertwined history of the two nations, but also the linked biographies of Blair and Clinton. Eventually, the relationship will not support the altered balance of power and Clinton accuses Blair of disloyalty.
