Paul Fein (Charles Bronson) is a Police Commander living with his family in Milwaukee, Wisconsin. He must return to his childhood neighborhood when a priest is murdered. The location brings up many devilish memories from his past but he presses on despite them. He wants to catch the person or persons responsible for the priest’s murder and expects to do so with the help of his family. When the investigation begins to point toward the Russian Mafia, Fein tries to find someone in the neighborhood who witnessed the crime or has any information they might be willing to talk about. However, the residents in the Russian neighborhood of Milwaukee are too fearful to help. Fein begins to feel alarm for his family’s safety and his family begins to fear for their lives as there are more murders and the people still keep silent. He must decide whether to proceed with his investigation as the killer stalks him and his family.
