A young man Bill Williamson (Brendan Fletcher)with obvious mental problems lives with his parents Mr and Mrs Williamson (Matt Frewer and Lynda Boyd)and he is on a low paid job as a mechanic. He is mentally disturbed by the news on TV, which seems to be the only form of entertainment for him. His parents tell him that it is high time to leave the house and he is further victimized by his boss at work. He then devises a plan to reduce the population of the town by killing everyone. He builds a suit made of Kevlar and moves into town, he first sets up bombs using a remote control and a van filled with explosives and he immobilizes the local police by bombing their headquarters, and he goes on a killing spree, killing everyone in sight, he also robs a bank and burns the money to show the world that it is one of the biggest problems, he is able to take some of the money with him and get away with all that he has done, in the end we see him packing his bags and leaving home to continue his work in reducing the population of the world. He is never to be seen again.
