When an insurance scam goes awry after a devastating hurricane, con-man Jimmy (Matt Dillon) leaves the United States for Asia. He assumes he’ll be safely out of the way of law enforcement scrutiny in Phenom Phen and able to collect his share of the proceeds from his partner, Marvin (James Caan). It’s a waiting game and while Jimmy is waiting, he meets a stream of expatriates of various origins who may also have pasts as shady as he. The hotel and bar owner (Gerard Depardieu) seems to know each of them and their secrets. Jimmy also meets Sophie (Natascha McElhone), a beautiful and honest art historian. Marvin soon sends word for Jimmy to meet him in Cambodia. Once there, confusion is rampant. Marvin has some scheme to build a resort, which may involve members of the Russian mafia and that could delay Jimmy’s ability to be paid and disappear.
