Eddie Burns (Ving Rhames) was a cop in Reno for fifteen years. During this time, he lost a portion of his arm while pursuing a suspect who had allegedly killed another police officer. All he got from these fifteen years was a disability and the disillusionment with the profession. Now he’s retired, but eventually his past comes back to haunt him. His sister, Cassie (Kerry Washington) disappears, and he becomes obsessed with her safe rescue and return. Unfortunately, it’s not so easy. Her life is at stake, and she’s under the control of maniacal drug lord Charlie (Gary Oldman). Even worse for Eddie, Charlie is a feature of his own past, bringing the memories and the bitterness back to haunt him.
