After the Katrina storm devastated the city of New Orleans, the city now finds itself in the midst of a makor police corruption scandal that involves the murdering of police officers. Detective Andy Devereaux (Val Kilmer) is horrified when he finds that his partner has been murdered and believes that other cops may be responsible. His replacement partner is officer Stan Green (50 cent) and they begin to investigate the inner world of the New Orleans police department. They are aided in their investigation by the police psychologist Nina Ferraro (Sharon Stone). Detective Devereaux and his new partner Stan Green begin to bend the very laws they have sworn to uphold as it seems that is the only way they can find the murderers. They feel that the end result will eventually justify their means of getting the evidence needed. They continue their investigations but soon notice that their are alot more dirty cops in the police force then they originally thought. Being outnumbered and being hunted they join forces with FBI to find the real center of police corruption in New Orleans.
