Mark Shields (Ray Liotta) is a man on a mission. His mission is to assassinate the head of the Salazar Crime Cartel, and the mission takes him to the rough and tumble city of Tijuana, Mexico. Pelon (Esai Morales), the unstable new head of the Salazar Cartel is Shields target, and he turns out to be an elusive target. His efforts to assassinate Pelon lead him in to the streets of Tijuana where he meets Olivia (Valerie Cruz), a local woman struggling with her own mission to straighten herself out for the sake of her daughter Ana (Victoria Elizabeth). The backdrop of Tijuana serves to illuminate the efforts of the two to accomplish their goals.
