To catch a serial killer is to know him, feel him… anticipate him. When five bodies turn up in the waters of Burman City, its illusion of safety is shattered, and Mayor Hackett will stop at nothing to see peace returned. As veteran Detective Ed Delongpre (Dennis Hopper) and his partner Mike McGivern (Frederic Forrest) struggle to come up with any clues, the mayor loses her patience and makes a dangerous deal with the city's mob boss to catch the gruesome killer. Now, no one is safe as men from opposite sides of the law must try to close in on the dangerous murderer, before he slaughters his next victim. |
